The Hon. Mister Phillips was elected to the West Contra Costa Unified School District Board of Education in 2016. He was also elected to the Contra Costa County Democratic Central Committee in 2012 and re-elected in 2016. He is secretary of the California Democratic Party African American Caucus.
Mister Phillips was inspired to public service by his parents, Tommie and Cynthia Phillips. Tommie was a police lieutenant in Richmond, CA. Cynthia was a deputy sheriff in Contra Costa County, CA.
Mister has received numerous honors and awards, including the Certificate of Special Congressional Recognition, 7th Congressional District Barack Obama Volunteer Award, California State Senate Certificate of Recognition, California State Assembly Certificate of Recognition, Contra Costa County Certificate of Recognition, The City and County of San Francisco Certificate of Honor, California Democratic Party Veterans Caucus Democratic Achievement Award, and Honorable Judge George Carroll Community Service Award.
Professionally, Mister is an attorney at law and former educator. He served in the U.S. Navy Reserve and AmeriCorps. He obtained his Juris Doctor from the University of California Hastings College of the Law; Bachelor of Arts in English Literature and Political Science, with honors, from San Francisco State University; and Associates of Arts in English, Liberal Arts, and Social Science from Solano Community College. Mister is a member of the Golden Key National Honor Society.
Mister is a fourth generation resident of West County. He lives in Richmond with his wife Angela. They have three young children.
